driving

ok i may have my license thanks to ss and everything. i may not be able to afford a car. however I know the State of Illinois law that says kids of certain age MUST have car seat. So why is the stinky woman who almost hit me crossing street getting away with that. and why do single old me can't get any assistance...it goes to people like that.sigh
